If show signs of significant wear I would discount that car rather than pay any premium. So, buying the car with PCCBs would change the way I would use the car and I personally wouldn't want to track it IMHO.

As others have said, go for the cheaper 18. PCCBs are in IMHO, a negative on a used car (but great if bought new). The last thing you’ll want is to have to foot the bill to ever replace those things!
