Can I spec a new 991.2 in Etna Blue?
What interior would you pair with it for pure aesthetics?
How similar to this can I get today (in a coupe)?

Sure, why not? It is an approved color since they built cars with it but be prepared to wait a while, which you probably know already. The color they used looks nice (graphite blue) but you could do black or maybe even the 2 tone natural leather (my 1st choice). And it have a problem ordering one drop me a PM and I can help. Yes. The piping on the seats is megabucks ($14k) but etna blue is approved PTS ($12k). Paint code Y31.
A graphite blue full leather interior with something like chalk deviated stitching and leather dash/door/console trim and leather sport seat plus backs will get you the look of the exclusive targa. Figure $10k in leather, stitching and seat options.

Allot of good advice already.
First you need an allocation for 911 991.2 specify S, 4S etc.
Check to Aetna is on the current approved list (not being on the current approved list add a major obstacle to an already somewhat difficult process) which your dealer should be able to obtain then the request. I do recall seeing it on a recent PTS list when I was speccing my touring. The allocation will then need to be timed possibly moved around a queue, delayed, etc to accommodate the painting of PTS.
As far as interior allot of great suggestions in the posts above.

I too was looking to do a PTS 911T in Etna Blue. I was disappointed when I waited and waited... Then they jacked the price for PTS. I saw preliminary shots of the 992, and just felt I wouldn't be happier waiting longer. So I seeked out an allocation and purchased a 911T in Miami Blue when the opportunity came along. If money was no object I'd buy hounds tooth seats. Since I'm now in a hotter climate I chose to go with the Sport-Tex seats. I find leather sticks to my legs in shorts.
If you are not stuck on the color, there are a lot of 911T's hitting dealerships now. I bet you could get a T and be extremely happy. Good luck in your quest.

This information is invaluable to me. Thank you all so much.
One further question if I may. At some point during the configurator tool sessions I saw an option to change the color of the window/door side trim. I was thinking silver/platinum there too instead of black. Is that something I can specify?
Update found it:
side window trim, and headlight cleaning system covers in high gloss silver
GT3 Touring, non-black option.

I included the window trim in polished aluminum which is what you need on a carerra to get the Silver window trim. On a GT3 it is part of the touring package (mine should be here late December).
You might want to get premium plus or at least premium package with the 18ways (I assume it has 18 ways sport plus seats could be 4 way sport plus seats), but I did not check that box because it did not seem to have ventilated seats.
There are quite a number of videos on YouTube of the exclusive targa. I don’t have time to fully scrutinize them to figure out all the options, especially the interior leather options, I can tell it has leather vents and painted slats, the leather console/dash/door trim with full graphite blue leather, the added leather door trim and leather seat backs.
I did deviated stitching in chalk, but it could be pebble grey or something else. Exclusive would know for sure.
The side stripes are $50 aftermarket, or $1200 from Porsche via CXX. White gold wheels are another $4k and as I said the piping on the seats is $14k so I am guessing you may not wish to do an exact copy. ;-)
