Here's an image of what the CPO certification checklist says about tires, just to help you with any arguments you want to make. The "same age" part would certainly come into play here for you. You should have a copy of this checklist in the materials they gave you at the time of sale.

Handsomely paid to keep any dealer paid CPO parts/expenses to a minimum.

I wonder what the technician would respond if he was asked how handsomely paid he is?? I think he'd say the sales guys are the ones handsomely paid.

Just got a reply from my CA saying they've agreed to reinspect the car and will replace the tire with the bubble. I asked if the bubble was found during initial inspection, prior to being listed for sale, would the technician have only have replaced the problematic tire? Or would the tech replace both tires considering the tire opposite had ~9500 miles? He said we will discuss during my appointment on Friday.

Copies of CPO papers on a dealer website. Not the dealer who sold the car (would be a long shot and a good guess). Lol.

Yes, they did give me the CPO paperwork checklist but it's been a busy few days. I simply haven't had the time to really go through everything yet. I posted the dealer website, VIN, and window sticker above.
