I'd just not put the plate on. My state (Ohio) requires front plates but of the 10-15 911's I can remember seeing this week, none had front plates.

You can technically get stopped for it, but at $50ish for a ticket that you're unlikely to get anyways, I'd rather just pay that instead of drilling holes in the bumper.
