So long story short I need to access all the way down within the 991 rocker panel on rear left quarter panel. Of course everything is sealed through the bottom with no access I can use.

before I take apart all the intake I wanted to know if anyone has taken the full side intake off and has seen if one can see through all the way down into the rocker panel or there is another panel below that prevents access.

i want to avoid disassembling if it wont help me.

So it does! Now does anyone know if it is possible to remove that black piece without having to remove the whole intercooler?

on my '18 turbo i think i just pulled it forward and it unclipped and looked like that pic in the op. you can reach inside and get a grip with the tips of your fingers and pull it forward. maybe a good idea to use some painters tape to prevent scratches on the paint.

Thanks! All done. I needed to actually remove the part inside the sleeve. You have to remove wheel well liner and then ease the duct out from below.

was able to access what I needed and all good now.
