The RS side skirts could be painted. It just needs to be prepped. i.e. - sanded and primed. Any body shop will be able to do it. I ended up wrapping mine in gloss black vinyl since the quote I received for painting these were absurdly high at almost $1700. The Avery SW900 vinyl film cost me $55 and about an hour to wrap the rockers off the car. I also did not replace the white mounting parts since they are exactly the same as the ones for the stock rockers. Thus, it took about 10 minutes to remove and install the rockers for each side.

Just make sure you use good quality vinyl like Avery Dennison. Bad vinyl will bubble like crazy. I got mine through Amazon. Make sure you get one that is at least 6' in length.
On a side note, I had originally purchased what was suppose to be 3M vinyl from Premium Auto Styling (PAS) in Riverside CA for my Subaru about 2 years ago. I would recommend anyone thinking of purchasing anything online from them to steer clear away. I had placed my order and waited about a month. No responses to my emails or phone calls. I finally put in a claim through Paypal. PAS marked went ahead and my order in their system as refunded without ever refunding my money. Instead, they told Paypal that they will ship the item so that Paypal won't reverse the charges. I emailed them that I no longer wanted the order but again no responses. Paypal wasn't helpful since they believed PAS over me. A month later, I received a package. So it took freaking 2 months to get this order that I eventually did not want. On top of that, I have a strong suspicion that the vinyl is not 3M since the backing paper did not have any logos on it. Anyways, I ended up using it on the RS rockers and they eventually started bubbling after about 2-3 weeks when the weather started fluctuating. Applying heat did nothing to keep the bubbles from returning. I ended up just removing all of that crap vinyl and ordered the Avery Dennison vinyl through Amazon. The vinyl was a tad thicker than what I got from PAS and went on much better also. So far no issues with bubbles or lifting.

I agree with the general recommendations here, but if you did opt to paint them. Make sure you wrap them in clear vinyl or "clear bra".
I personally don't mind how they look as is, but I do dress up all my plastics with flat black dressing and it looks darker with more sheen. I'd snap a pic really quick, but my car is dirty right now and so are the skirts. I'll take one next time I wash her if anyone wants too see.
I use DURAGLOSS #271, as pictured below. Compared to all the plastic dressings or bumper restorers I've ever tried (and I've tried MANY) - this one gives it just the right sheen and lasts the longest. Just dress it up once a month as part of a car wash routine or something - plus it adds a protective layer and helps repel dirt. Easy peasy.

I put mine on last night but had trouble with the front large clip going in, it seemed to not reach the clip in the white push in receiver. Happened on both sides. I also made sure they were pointed in the right direction, all the others just popped into place.

They can be painted no problem. Best is to PPF them right after as they will get peppered.
I also painted the side scoops, and deleted all the crap in the rear lid and went back to the old school simplicity of one word.

Yes 21's, no issues at all. I do have the rear springs set on the middle perch setting as my wheels are very aggressive offset and did not want rubbing. Car rides extremely well for being just springs. I hardly ever use my front lift.
