When a GT3 is delivered would you expect to see tape weights on the wheels? I saw a brand new GT3 on a showroom floor with black wheels and silver tape weights. Aside from the fact that it's an unappealing color combination, it surprised me that tape weights would have been affixed to
brand new factory wheels. Is that normal on newly-delivered cars?

You can always use a sharpie and color the weights black.

Don't know when and where balanced but my guess would be at the factory when the tires were mounted. I asked my dealer when the car was delivered if they check the CL wheel torque spec and he said no. So I'm pretty sure they don't touch the wheels.

Every new car I've bought in the last 20+ years was delivered with wheels balanced with adhesive-backed weights.
They may not match the color of your wheel but won't mar the wheel rim like the old clip-on weights.

Just took delivery last weekend. My platinum wheels have tape weights, the wheels are likely balanced at the factory.
If you don't like the fact that they contrast with a black wheel, cover them with a piece of black duct tape. On my race car I tape over the weights to ensure they stay put!

Yes, and if you have silver wheels, the aluminum tape at hardware stores for furnaces does nicely (I like to use that stuff for extra security at the track - helps keep weights attached at speed).
