Try again with a little more force, if need be use a breaker bar or wrench extension. A thread penetrant fluid will also help, PB Blaster, Aero Kroil...Make sure you re torque these back to spec, I think it is 45nm..

Thanks SmokinGTS: if you look closely at the last photo, that is your delrin jack puck in the car's jack point on top of the recessed jack pad, which is on top of the JackPoint Jack Stand.

I'll try the PB Blaster next weekend with a breaker bar. If that doesn't work, I might just buy an electrical impact wrench.

Got the rear sway bar set to soft now (see photo below).

I used PB Blaster on the nut, bolt, and bar, and let it sit for a day (although instructions said you only need to let it sit for 30 minutes). I then tried a standard 16mm wrench to loosen the bolt, but it still wouldn't budge, so I stepped the power up a notch, and used a standard breaker bar (not the center lock GT3 breaker bar) for tire nuts, with a 16mm socket, and it loosened right up, so I didn't need to resort to an impact wrench.

Both nuts on the rear bolts came right off, without having to hold the T30 torx bolt still, so that made it easy.

Adjusting the bolt from the middle position to the soft position required a little upward pressure on the outside of the bolt, so that the bolt wasn't pushing against the bar, but was rather easily moved to the soft setting.

Upon tightening the bolt, I could use a torque wrench on one side, as that bolt didn't turn with the nut, but the bolt was rotating on the other side, so I just used blue Loctite on the bolt, and tightened the nut with a wrench as tight as I could (probably less than 35 ft lb), as I held the bolt still with the T30.

Conclusion: it's good exercise getting up off the crawler, and back down on the crawler! We'll see how the RS handles at the track next weekend!

What is the correct torque? Just tight I've always done and marked them with paint stick.

SmokinGTS says 45Nm. I found this from the 996 forum, which is close enough 46Nm=34 ft.lb.

If you want to do it precisely, you need these torque wrench adapters ($195 for a set), which will allow you to use your T30 along with the torque wrench, which I didn't do:
