These look like KI Studios headlight outer-edge blackouts. The kits come as gloss black vinyl that covers just the outer edge. You could purchase a tinted headlight film separately and install that to the lights first, and then put these vinyl trim rings over top of that. Might be a cool look!

Correct! KI Studios kit. Here's a head-on shot. It only covers the edge, but the inner housing of the PDLS is darker compared to the standard lights.
