Can back up camera be turned in to rear view mirror

No, you cannot turn it on with out rolling backwards or putting in reverse. Once you pull forward and get some speed it turns off.

I'm assuming you have a 991.2 because you have a backup camera. I have a 991.1 which did not come with the backup camera. I installed a Nav-TV camera system which was modified by 12v Nick. It includes both front and rear cameras. The backup camera can be turned on by putting the car in reverse or pushing a button. The push button works even if the car is traveling forward on the highway. You should check with Nav-TV to see if they make a system for 991.2 and if it works the same way. If they do, also check with 12v Nick to see if he can do the modification to the console switch panel to make the spare buttons on the 991.2 work as switches. This is not going to be inexpensive but I think it was worth it. It may cost a little less for you because your car already has the rear camera. The front camera is great because you can see the curb coming up as you park the car.
