Default PSE low vacuum when warm

Hi all, I've been dealing with a rattle from my left PSE valve and I haven't been able to determine the cause until last weekend. I purchased a new valve actuator (connects to the pse valve) as well as changeover valve (opens and closes the vacuum line) but neither fixed my issue.
The behavior I've been seeing is 50% of the time the valve stays closed properly at startup and while idling, the other half the vacuum is weak and the valve rattles. Often, nearly every time, while casually driving the valve will stick open/partially open. I pulled over immediately while testing over the weekend and plugged the replacement valve into each side and noticed that the actuator was only receiving minimal vacuum and the valve was not actuating fully (maybe only 1/4 or 1/3 of the way). I did find that sometimes the vacuum would fully kick back up and the valves would close properly. Is this normal behavior? What could cause the vacuum to be so low? I have no codes and could not find/hear any leaks.
