PSE vacuum does not release

Default PSE vacuum does not release

Hey all, I got my PSE retrofitted and it works for the most part (switch included), there's just one problem..After turning the car on and letting the car idle for a bit (letting the PSE valves close) pushing the button no longer actuates the valves. Even turning the car off and on the valves are still closes on restart.
I went under the car and made sure the valves are not sticking or corroded, used some high temp grease where I could manage and the valves are smooth as butter. I ended up running the car on ramps, turned the car off, and found that the valves are stuck closed and I could not for the life of me force the valves open. The valves wouldn't open until I manually disconnected the vacuum line.

Is something installed incorrectly? The button works properly and valves stay open if I hit the button right when the engine starts. Any help is appreciated!
