Have a shop of your choice and local to the seller do a PPI and confirm the status of the service light.

Personally I would be inclined to accept that explanation. I would expect the 40k service interval to be on and whether or not it's worth doing at that low mileage is debatable. That service will cost you $1--2k...doing it at such low miles especially with the oil changed recently is wasteful but part of the Porsche tax....I would offer to split the cost of a 40k service with him and take it off the asking price. It's a negotiation point not a deal breaker.

You could buy a scan tool and then you have it for future use, but initially you could use it to check for error codes and over revs etc. I bought a car that had been sitting for a couple of years which was why the service record was not up to date and it too had the service light on - I checked and it had a clean slate with my scan tool, so I just did the service myself and reset the computer. I bought the Foxwell NT510, and it works fine.

If you pay at your local dealer it will be $2k+. AMHIK. I had no idea (stupidly didn't check) that the 40k mile is the big one and when I bought the car privately it still had some CPO warranty on it so I had a couple of items I wanted the dealer to look at and thought I'd get the service done at the same time. Ouch!

Take it to an independent and save some dough. My car (50k miles) is now asking for the 60k mile service which includes serpentine belt inspection and replacement if needed.

Depending on how much spirited/track/high temp driving you do you might want to take the opportunity and have the coil pack heat shields installed while in there doing plugs.

Update to original post:
I bought the low mileage '15 GTS. It was black with 20" silver carerra wheels. I flew to Columbia, SC from Huntsville, AL and drove it home 7+hrs.
Since then I've added the 20" Vossen HF5s in satin black, wrapped it in Inozetek Era Green, painted calipers yellow, zunsport grilles up front, added the Renndecal side stripes and 20% tint all around. Definitely turns heads now lol. The wrap isn't as bright as these pics make it out to be. In low light it looks much greener.
Next up maybe some suspension upgrades but overall just love driving this thing whenever I can. The PSE in Sport mode is my favorite. No regrets on going with PDK.

Cheers and thanks for the advice in this thread. (I did take it in last month with 18k miles and had my local Porsche dealer give it a run through, new plugs, oil change, etc. Good to go for now!)

Wow, this wrap is amazing - awesome choice of color and the wheels compliment it nicely! Kudos.
