Default Headlamp wiring

I'm sure I'm overlooking something obvious, but I haven't been able to figure it out, so I'm hoping somebody who's been into the headlights can set me straight. I'm doing a simple fixed headlight conversion very similar to the style Eric Krause and Pablo Crespo did on their cars - replacement of everything with a pair of Hella bi-halogens, crafting buckets out of aluminum flashing to fill the hole in fender, and covering the hole with a piece of lexan (which I'm planning to curve to match the contour of the fender). The car is morphing into a mostly-track car, so aesthetics aren't my top priority, but I still want it to look respectable.

Anyway, the wiring looks extremely simple, as there are just two wire bundles, one of which (the one on the left, the smaller of the two with three prongs in the picture) goes into the light bulb, and the other one goes to the motor drive mechanism. When I turn on the headlight switch, I don't get any voltage across any combination of the three leads of the headlight connector, nor do I get anything across any combination of any of the five prongs in the other connector. And just as a sanity check, the stock light bulb doesn't turn on when I plug its connector into the three-prong connector shown in the picture.

So, what am I doing wrong? The Hella light has two two-prong connectors, one at its very back which going into the bulb, and another one which is the switch for the high beams. So I need to connect these connectors to the appropriate ones from the car. Thanks.
