What is the difference between these two Cup I part numbers? (they are both 7"x17 ET55).

965.362.124.01 is winter wheel meaning it has paint which can stand salt better than normal summer wheel.

You learn something new every day-as these are 7" wide wheels, are they for a 964 or is it a special thinner width for a winter wheel?

Would the winter wheels be normal for some markets, or were they options?

AFAIK 7" wide were used at front in 964 only. Winter wheels were dealer provided item. All cars got summer setup on production line. I have 8x17 ET70 Cup II wheels at front on automatic GTS with 6mm spacer. One of very few wheels which has more than enough large ET for 928 front end. They are originally for 993 rear for winter use. Generally front wheels were same size as stock but rears were narrower at 8" wide setup as good stutted winter tires were not available in above 225 wide sizes. Large ET was used to put driven wheels more deep inside fenders to stop snow from flying around more than necessary.
