Trying to loosen the Tension Arm bolt. It is the 17mm bolt that sits in the middle of the tension arm. I am trying to loosen it, it just spins (with some effort) but does not loosen. Any idea's how I break this loose. Cannot get past this step until I get the tension arm off, so I can take off the timing belt.

Easy. You need to hold it on both sides. Use your ratcheting end on one side and fixed on the other, use the bench or a solid surface as leverage and turn. Works like a charm everytime.
Also, make sure the nut side stays on the outside when looking at the engine. If you do it the other way, you will not be able to get full tension on the belt, so beware!
