I keep seeing people mention it but I have no idea what it is.

For the boxster, the CEL is referred to by dealer techs as the "change engine light"!

Weren't most of the boxters made after OBD II became mandatory?

I believe OBD2 became standard in 1996, and boxster sales started for the 97 MY.

Boxster engine/transmissions were designed as replaceable modules, and the whole idea behind the design was that all problems would be solved with a new engine, to make things quick and expensive . At least that's what I read in Car & Driver - I've never owned one.
