DME and Fault Code Question

On my non-starting '94 968, I can't get the check engine fault code indicator to show up in the instrument cluster and blink out the code (it doesn't show up at all). If the DME is not getting electricity, wouldn't that disable or make it impossible for the fault code system to diagnose the problem and work properly? And possibly keep the Check Engine light from lighting up in the cluster? Or does the other instrument lights coming on just mean that the DME really is working...not just that light?

To answer my question, in case you have the same sometime,most the dash warning lights will light up even if the DME is not getting power...HOWEVER THE CHECK ENGINE LIGHT (CEL) WILL NOT LIGHT UP IF THE DME IS NOT GETTING POWER. This causes some confusion but makes sense given the function of the DME and beeping out fault codes.
