I suspect that they are painted as I had a set on my 928 before I got the Fikse's I have now.
Long story made short, whilst doing a Torque Tube replacement on the 928, the wheels got knocked over which chipped the 'finish'. The finish when chipped revealed a green primer underneath. I would not think that powder coating would chip this easily.

Factory wheels are painted. I've had the displeasure of trying to strip a few sets myself. Even the strongest chemical stripper is no match for the factory primer. Whatever process the factory uses results in a very very durable finish.
The wheels I've had painted professionally have chipped the first day I drove on them. I would call somebody like Wheel Enhancement and ask if they do anything out of the ordinary when painting wheels. I didn't really care much because mine were for a track car
