To check balance shaft belt, does only air filter box, distributor cap, and the the upper cover need to be removed? or both upper and lower covers?

Dave, you can absolutely see the balance belt with the upper cover removed. On this subject, what is your concern and/or what do you desire to check? The popular opinion is that both belts get replaced every 5 years. We primarily speak only of the time factor because very few 968s accrue a replacement mileage point before the age is reached. In summary, there’s nothing to check unless you suspect that you’ve had some sort of failure. Just replace them when it’s time.

Worth adding is that the belts on my track car are replaced every 2 - 3 years.

just wanted to check tension on balance shaft belt, belt was new ~ 1year ago and now ~10 hrs driving time wanted to recheck tension

Roger. If the tension needs to be adjusted, that will require removal of the bottom cover.
