It went all the way in and is lying at the bottom of the end tank. My thinking was also, that it can't move through the cooling matrix and get stuck in the engine or water pump and the direction of water flow will keep it at the bottom of the end tank. But removing the radiator and shake it out through the top inlet sounds like a good idea, except the extra work involved..
