Help With Barn Find '93 Turbo

According to my DOT/EPA agent, all cars assebled after Sept 93 have to have 2 airbags in the US. its a law, this seems to be the most expensive item to modify... The bumpers in the US need some kind of internal reinforcement, they might have to be replaced. The seat belt pre-tensioning system is different, the US car have different lights on the dashboard (CEL, seat belt warnings,etc) the tail lights in the US have to be amber/red, it seems that RoW cars are different, the head light are different.. the emmisions sytems is different also, this is only part of the list of things that need to be changed, the shop that does this work is transforming a ROW 93 964 C2 and the bill so far is in the low $20s, the 964Turbo will probably be more $$

The emissions system is definitely not different - it's same across the years and models (air injection spiderwork to the cylinder heads, a single cat with air inlet port, O2 sensor). There's no CEL as far as I'm aware for the 91-94 as it's not electronic fuel injection - the CEL is on the 993 (I think?).

However, I agree about the airbag issue - it would be a fairly big job to rectify that.

I am requesting quotes from other DOT shops around the area, based on that I will make a decision, I just did a search on cars.com, ebay and autotrader and these cars are being sold in the mid 90's low 100s. I imagine that a German import would be worth a bit less here in the US. Are these cars really selling so high??

I briefly read some of the posts. But I agree it being a ROW 93 Turbo 3.6 it won't carry as much value here as if it were a 94 US model with 9k miles. US in A1 condition with supper low mileage should fetch somewhere in the $80k range but as a ROW car here it would be worth mid to upper $60's depending on color and condition could hit the $70's. Low mileage US cars are still fetching big bucks but take a while to sell. Clean sub 40k mile cars are still getting mid 60-70k. Not every 94 turbo is the same the pricing is dependent on many factors. Remember you have only a hundred or so low mileage 94's in the US and they are not seen for sale to often. Then there are many with issues and history that seem to surface quite often still commanding decent money. Then there are the higher mileage cars and the numerous cars with salvage titles and have been totaled.
Sounds like nothing more than a few grand to get it converted, the bumpers will need to be updated with the US impact mounts otherwise they are the same. You can probably get away with the euro rear plate section or have a US section fitted and painted. Otherwise the cars are basically the same. I doubt they will bust your chops about ride height. You can find used shocks and springs cheap and swap them back after you are done getting it approved. H5's are easily obtainable and I would swap back the H4's when you are done, superior lighting over the H5's. There should be nothing else left to do. Tail lights for US are the same as ROW might need the front corners swapped to orange if they are clear. Again $50 used swap back when approved. The seat belts themselves might need to be switched but a few hundred, easy enough to do. I don't believe the dash lights are different but I have a full set of 2400 mile leather wrapped 94 turbo gauges i could sell you for a grand.
One more thing if it hasn't been started other than the oil in the cylinders don't even consider starting it without a fuel tank cleaning and fresh fuel, not to mention all fluids changed.

Car was inspected yesterday, it was no good the odometer was broken, the car was hit in the front and poorly repaired, the interior was trashed.. the car has unknown miles, but based on the condition of the interior it has about 80-100k. On the test drive the car felt very weak, they accelerated against a Honda Civic SI and the Turbo could barely pass it. The car had a small oil leak and a weird buzzing sound coming from the engine compartment, they said it sounded like a bad fuel pump... it was too good to be true...
