Yup, sound advice from Cobalt. The real issue is the 'unknown' a SOLID PPI will uncover those and let you build a plan to address and assess the costs vs. the asking.
Having looked at 20+ cars between buying my 89 and 91 I can tell you there is no such thing as a 20-30 year old car that needs nothing. Even one sitting in a bubble is going to have issues.

Are people really paying $55k for a '90 C4 with nothing really special going for it? I would think the price is realistically $15-20k out of the range. Some real nice, sorted, C2s have sold for that type of money recently. Even if it is low mileage, it's negated by what appears to be a car that hasn't had much money spent on it, has some weird damage on the front tub, and comes from a local where it was probably driven in salt (i.e. very likely the whole undercarriage is wrecked in corrosion). Especially since it's being sold by a dealer, so you're not going to get any real feedback, just superlatives and glossed up generalities regarding the car's history and condition.
EDIT: Wait, is that price in CAD? So $38k USD? Alright alright alright, so yea, my comments still stand, but I guess the price is fair, lol.

Post PPI...the corrosion on the underbelly of the car was extensive. The mechanic told me that all future work would take extra effort/time for routine maintenance and to eventually change out the rusted parts (where possible). It was a clear sign that the owner was not as vigilant with the upkeep and maintenance of the car.
Time to move on and find another car.
