As Alex suggested, why not take those lines to a hydraulics shop and ask them their opinion?

I dare say that being able to spin the hoses against the fittings is not a good sign...when I had that big oil hose redone (the one between thermostat and oil filter console) the hydraulics shop said that if the orientation of the fittings wasn't quite at the right angle, I could rotate it slightly, but it's super tight and their instructions on how to do it included a vice

I would say not normal. These are pressure lines (ah this is the return line but I still wouldn't like it) If it can be turned that easily its just a mater of time before it starts weeping if it isn't already.
Or to put it another way, when ever I've had lines like these made up, they don't swivel like that unless *alot* of force is used (bench vice and grips)
