ok, so depth looks to be the same 3mm.
the overall size is 9.5mm with the small hole being 3mm. The gap on one side of the small hole to the edge of overall size is 5mm with 1.5mm on the other side.
Overall size 9.5mm
Smaller hole - 3mm
gap from small hole edge to outer edge - 5mm (it kept moving from 5 to 5.5)

Instead of finding the correct tool I had my tire shop take it off and replace with normal phillips slotted screws. It takes away the anti theft aspect but I worry more about them stealing the whole car.
Good suggestion, thanks! Tire shoppe would have been my next attempt. This is turning out to be a situation where, for some reason, I find value in keeping things as God and OZ intended.
