I've had several racks rebuilt by Zim's in TX over the years, they do a great job less than $500 with a core.

There are some here that have. But it is different feel than the 964 rack

Too subjective to say. I like the feel of the 964 the 993 has a quicker turn in. better or worse is up to you. Drive a 993 and it will give you the idea.

From a quick steering ratio search, looks like:
993's 16.48:1
964's 18.48:1
