What is this? Do I need it? Can I remove it?
It appears to be part of the engine vacuum system but I don't know if I can do without it.

Pretty sure you need it. I've read that it will cause power issues at higher r.p.m.'s if removed.

You need it for vacuum reserve to operate the resonance flap.

If you are not using an OEM intake manifold, you don't need it.
Its unnecessary for carburetors and ITB's with stacks.

Yep, as long as you are using a different type of intake system.

I wonder if my car still has one of these on there. It has an EvoMS cone intake system in place of the stock airbox.

Usually zip tied somewhere on passenger side of engine when other intake systems added...unless the PO decided it was unnecessary since it was attached to old airbox..he was wrong..
