Cutting it is the fix, there was a thread about it but I could not find it in search:-( I think there may have even been a TSB on it.

The marks on your tires look like they are from the fender lip itself. The gouges look like your suspension compressed when the wheel was turned. I realize there is not a huge lip on the fenders, but they can be rolled and getting that sharp edge more at upward angle helps minimalize tire damage.
