I had this issue on my '96 turbo before it sold, master tech couldn't explain why light failed to illuminate
but problems dissapeared once ABS pump was replaced and bled.
I've been told prior to this that yearly intervals of brake freshening and bleeding are required to prevent
wax build up in brake components.Bert

I had same problem in 993 C2. No signs through tester - all from electronic point of view was fine. ABS was waring on wet/snow surfaces but not on the tarmac. Problem/solution - solenoid/pump was not creating enough pressure- disconect electronic engine from ABS unit - same electric engine was in Mercedes w124 ( hope) - much easier to find. We solve this problem on that way in 2 other P cars (964 & 968) - not efficient power from electronic engine. Even for short period may help to give him a chance work freely after disconecting ...
Sorry I know that sounds like home made project but very cost effective...

I change the black reservoir and the switch in the pump and fix, this is a mechanical problem you can see it if when you turn on the car the time the pdas and brake lights turn off.
