Default Brake Disk Question

Hi All

I'm in the process of refurb'ing my handbrake etc and generally cleaning the bits up. After cleaning the first rear disk (original), I noticed that 4 of the vents have what appear to be heavy-gauge (gage) wire staples tight inside.

My gut feeling is that these are for disk balancing during production; however, my other experience of disk balancing is based on grinding the disk edge or drilling the edge.

Anyone out there seen this before?

Balance weights, the use these when they cannot remove enough material from the opposite side to balance, so they add....
