Is this seller overly optimistic on the pricing or am I just clueless on the value? I have always been found of the C4 WB, but that price is near '94 3.6T pricing.

964 Jubilees (also WTB 964s) - which were a special edition for the 30th anniversary of 911 production - carry a price tag of 40k Eur to 50k Eur in Europe... so this is a little bit too much, regardless of the condition.

"National Vehicle Marketing" = consignment broker.
Hard to say whether the stratospheric price is coming for a delusional owner + commission, or a greedy broker, but there ya go.
Lot of chatter on other forums about, when selling a high-end car, one of the first calls you often get is from one of these clowns, offering their "expertise to help you sell it".

Certainly not the case in the UK, more like 25k eur-30k eur, no more than that

A very well know local dealer of well care Used Porsche (Eastern PA) had one of these with only 33K on the clock for $53K.
