What's the strongest rubber glue available?

Ok, so my local dealer's tire mounting machine lifted (superficial) a small, dime size and oval flap on the bead of my new tire. The metal cords are intact. He is going to replace it with another new tire and I was thinking since I don't race or really drive my car like I stole it, maybe I can repair it with a strong rubber adhesive. The forces against the rim will maintain the flap intact anyway. Anybody know of any strong rubber glue/cement/adhesive??

3M 5200 polyurethene is the strongest glue I know of. It is also flexible which is a must in your aplication. Comes in white or black. Available at marine stores like West Marine.

If its on, or close to the bead, its not safe to use.
Radial sidewalls flex a great deal and such damage isn't repairable unless its a part-time, emergency-only spare that would not see speeds over 45 MPH.
