H&R reds w/ Bilstine still too tall

I installed the H&R reds with Bilstine HD on my 91-964 but my front is too high even at the lowest setting. I can get 2.5 fingers under the fender arch. It is no where close to RS spec. Any advise how I can get the front lower. Still have lots of room (threads) in the rear. Since I am mechanical challenged is there a remote possibility the the springs was reversed? (i.e. Shorter springs went to the rears). Thanks.

Which way are you going with the nuts on the Bilsteins, my understanding is you turn them up for lower stance and down for higher, but I may be wrong.

Thats what I have on mine and I'm at RS + 5mm. Try a loop of fairly aggressive driving as suggested to settle the springs, then remeasure.
Remember the fender mountings vary and are not where you should be measuring ride height. Fender placement can even vary left side to right side. One person's 25" from ground to fender can be different on another car. Also keep in mind that the front wheel wells are cut with a bigger opening than the rears to allow for steering geometry. There are specific measuring points under the car to do that. See attachhed photos and ride height file doc.
I don't know if it impacts ride height, but make sure you positioned the front strut mounts in the inboard position. The outboard position is for turbos and wide bodies.
My front adjuster is set about an inch and a quarter up from the last bottom thread. Usually, there is a larger gap between the front tire and fender as compared to the rear. The illusion created looks like the car is still running uphill. However, when the proper measuring points are used, you should find you actually have slight forward rake (front lower then rear).

I get about 2 fingers between my front fender and tire, but again, thats not really telling you anything (tire diameters differ and fender location variations as in hand built cars). You need to measure at the proper points on the chassis to see what you really have. My spring perches are at about the midpoint, front and rear.
For giggles I measured the fenders. Left front 25 3/4" and right front 25 5/8".
Left rear 25" and right rear 24 3/4". Keep in mind thats without the 165lbs of driver weight that would be on the left side during the corner balance.
For corner balance I am at 42% front // 58% rear and dead nut 50-50 on the cross (2 pounds difference)
Attached is a picture of the final rear positioning of the perch on my car. Sorry, I don't find a pic of the fronts, though I am sure I have some, but can't find them. I'll look some more.

the H&R Red springs are stiffer so they will have less droop in a non Turbo ca. since a Turbo is heavier than a Normal C2. My car is a touch higher than a freinds car with the H&R green springs but the rake of the car is correct.

Will you pull a front wheel and take a picture of the spring perch? Turbo / non turbo should not make a difference as the extra weight (and its not a lot is at the rear. A C4 defintiely has more weight at the front, but still should not be an issue. Its difficult to belive that your perches are all the way down to the bottom threads and you are still high. I would be an inch lower in the front if I did that.
Has the car ever been in an accident??? Did you check to see if you have the struts oreineted properly? You never really answered any of my questions and its hard to 'tell' what you have done without seeing it. We'd like to help, but need more to work with.
