will stock 17" 993 cup wheels fit 964?

The stock 993 wheels were 16", which had 9J rears and an offset of 70. As you say, these certainly needed spacers.
By my calculations these would need 15 mm spacers to keep a good clearance from the inside of the wheel arch.
