Starting problem

I have a problem starting my 1990 964 C2 Cab. It started a few months ago, and the car has been laid up since.
Don't know if this is relevant, but the car is fitted with a Cobra 7928 alarm and immobiliser, and the problems started soon after trying to reprogram new key fob and immobiliser keys.
When I get in the car and deactivate the immobiliser, put the key in and turn, there are no lights on the dash at all. Handsfree kit and radio has power though at this stage. If I sit and wait, sometimes up to 2 minutes with the key in the on position, suddenly there is a click under the dash from a relay and all lights come on, and I can then start with no problems.
As soon as I turn the key off, and straight back on, I get the same thing all over again.
Can anyone help me please as to how I can go about finding out what is causing the problem?

I have now managed (I think) to eliminate the alarm / immobiliser as a problem - I have now managed to reprogram the alarm and this is all functioning correctly.
The length of time taken for the ignition lights to come on seems to depend on how long the ignition has been switched off for - if only a short time, then the lights will come on again within a few seconds. If I leave the ignition off for say 5 minutes, then when I try to restart it will take up to 2 minutes for the lights and power to some back on.
Anyone got any clues?

I would try to find the relay .
If its a sticky relay , clean lube adjust or replace ?
Or watch the on signal to the relay and see if its going on while the relay is not switching to the on position
