Default engine RPM question

Hey guys i put this on the turbo board but will ask you guys as well........when i lift off the throttle to switch gears, it "seems" like it is taking a lot longer than it used to for the revs to come back down. Almost as if i had a really heavy flywheel that kept the engine spinning. i dont think its my imagination but it could be. Is there some sort of adjustment that could be out of whack, i think there is an "overrun" diaphram but i dont know if that could be it. I did notice that my throttle pedal seems really sensitive and may need to be slackened a little perhaps causing this.

check for vacuum leaks or a bad idle air control valve.
