You need to get a PPI at another shop. The issues that you mention could be easy to fix, or quite expensive.
Thats what the PPI is for.

I have 1989 C4 with 94k - The steering is tight and responsive - I did however, drive a another 1989 C4 before I brought my car current C4 and the front end was soft and had some play in it. I also notice that he rear shocks would make some noise when hitting bumps. That car had 168,000 and probably need a new suspension. I gather this C4 needs some looking after in the front end.
