It's a vehicle history check which tells buyers whether the car has had any accidents (insurance claims), stolen/recovered, outstanding finance, number plate transfers, etc.
It costs around £20 and you need to provide HPI with the vehicle registration number. They will issue a certificate with any information they have on the database for that car/reg.
