You make a compelling argument!

like a harmonica? I wish i could record it for you.. but really.. it doesn't sound at all like a rotating mechanical part.. more like an electronically derived sound.. electric motor, something like that.

I will pull the speakers out completely this weekend and see if that is it. I doubt it as the stethoscope didn't pick up any sound from them at all.

Is there a way to test the fuel pump? That's my only remaining clue at this point.

A fuel pump test .
Put a switch in the power line to the pump .
When you hear the noise , switch off the fuel pump for a sec .
If the noise can be turned on and off at will ...

Sure , but the car will not run .
If you use a switch , a momentary off switch , you can be running along happy as a clam , then when the noise starts , hit the switch for a sec and see if the noise goes away when you depower the fuel pump .

The motor will keep running if you push the button quick .

When I wanted to do a look see test on the vanagon fuel injectors , I got a couple of used fuel pumps for the test rig . One of them was frozen , I tapped it to try and free up the junk inside , the more I tapped the more junk keep coming out the inlet side of the pump , so much junk came out .
Another test for the fuel pump is to take it out of the car and run it on the bench , plumb it to a tank , the tank can be an old coffee can etc , and let it run for a good long time . Don't blow yourself up , OK ?

"Is the fuel pump on its own relay? I can just pull that no?"
If you can get the car to make the noise while standing still , and you can hear the noise while having your hand on the relay , that could work .
