Default Re-using lock nuts, torque settings

I was wondering what happens to the torque setting for a lock nut if it is re-used. Of course, I would never reuse a lock nut , but I have a close friend that has been know to.

Since the lock nut offers some resistance to tightening, wouldn't it reach a certain torque number before a non-locking nut? In other words, would a lock nut not be as tight as a non lock nut when used in the same application?

Think valve covers. Not that I would re-use them. But my friend would.
