Default Debugging my speedometer

My speedometer is a constant 10mph off from the digital. I have checked the digital and odometer for accuracy on the freeway. It's just the speedometer needle that's always 10mph too slow.

I have opened up the speedo and moved the needle up 10mph and this works, except it's on 10mph when it's stopped.

I'd like to find the root cause. Can I hook a scope up to the cable and check that the central electric board is sending the right number of pulses?
