It looks likely that I will move to HK. I was considering bringing my car with me.
Q: Is the 964 compliant with EURO IV emissions?

that's correct.
Add. there is no technical solving to "up-grade" to Euro IV.
Maybe there is an opportunity to "upgrade" it to Euro III, which maybe cost € 300 (more or less) at European spare part dealers, cartronik (for instance) for the parts and cost for the work. But nearly nobody within Germany upgrade this, there is no significant benefit.
