That link shows them as M030 springs.. my car does not have M030 will they still work? are there any differance between m030 ROW springs and standard ROW spring?
please excuse my lack of knowledge on this I am trying to learn what would be best for my street app.

The link is for M030 ROW springs. The difference is that ROW M030 springs are shorter than US M030 springs, so the car will sit lower with the ROW springs. The ROW springs will fit just fine, but it's recommended to change out the shocks as well.
In case you didn't know, the M030 is the sport suspension package. It includes stiffer springs and shocks.
What are you trying to accomplish? Lowering? Better handling?

I want to lower my car, buy not as much as the aftermarket springs do, I have been told the ROW spring will do this. I want better handling but I still want to drive the car evryday on the street.
I like the looks of the ROW cars my U.S. car is just too high

this is what my car looks like. I would like it to look more like JW's car, maybe lower by 1 to 1.5 inches but not any lower than that

If you go with a full on race spring, then the car may drop by 1.5 to 2 inches. Most of the regular aftermarket springs only lower the car about an inch. I wouldn't shy away from them. They're less expensive, usually around $250, and typically have progressive spring rates, which will give you a better ride. The OEM M030 (ROW and US) have linear spring rates, which is better for performance but won't ride quite as well (all other things being equal).
I installed H&R springs in my 92 C2, but Eibach also makes great springs. The H&R's lowered my car about an inch.
If you decide to replace the springs, I would go ahead and replace the shocks while you're at it. The OEM's don't last very long.

I have "before" and "after" pics on my <a href="http://www.porsche964.nl/my964/suspension.php" target="_blank">suspension upgrade page</a>. The pics in the avatar were taken before lowering. The car was on (ROW) standard springs then. Particularly the front was still quite high.
I went with H&R springs for the Turbo, which lower the car the exact same amount as the regular C2/C4 H&R springs: about 30mm lower in front, about 10mm lower rear. On both the H&R Turbo springs and the regular H&R springs I didn't run into problems with speed bumps and the like.
The regular H&R's are very comfortable: more so than the original Porsche springs. The Turbo springs are noticably stiffer.

To kick in an open door: as US-spec cars are 10mm higher than ROW cars, I think the H&R's should lower your car by about 40mm front, 20mm rear. Plus or minus the adjustment range on the spring perches, of course.
