Post Cold weather fuelling maps

Now that morning ambient temps are down to 2-5 degress celsius, I have notice a strong smell of fuel in my exhaust when starting up. Is this because the fuelling is set much richer during cold start up - or do I have a problem?? I have also observed a noticable increase in fuel consumption ( from 17 mpg down to 14 mpg - I make many short journeys in traffic at the moment!)

Any ideas?

FWIW, I almost almost always smell fuel (outside car) for a short period after a cold start regardless of outside temperature. I don't know whether it is worse in cold weather...
