You might e-mail to ask about next years schedule....I took my Phase 1 at a Navy facility in SD and Phase II at the same site where your Avatar was taken (assuming thats Jack Murphy Stadium).
SCCA runs a National Tour in SD in March...usually there is an Evolution school in conjuction with that.
