Dear Anthony,
If the closed microswitch is failed closed the spoiler will open above 50 mph but not close unless you use the manual control which bypasses the switches and the speed control circuit. It will not shut again because the system thinks that the spoiler is closed. The full open switch is used to control the open function and the closed switch is used for the close function. Put another way, the control unit looks only at the condition of the open microswitch to understand it has to open the spoiler and it only looks at the closed microswitch when it comes time to close the spoiler. With the closed microswitch stuck closed the control unit says "Oh well the spoiler is closed" and goes back to sleep.
I do not recommend you break your system to make it do something like this. To me why not just open the spoiler manually and disconnect the power to the motor and leave the spoiler in the open position all the time.
