Default Throttle “blips” / “hangs” between shifts

My 964 has developed a strange issue where the revs will blip / slightly increase or hang when I depress the clutch and pull my foot off the gas when up shifting. When I’m coasting and depress the clutch (no shift just to drop the revs) I get no “blip”.

I have a LWFW / RS pulley / SW chip. Any thoughts? Could this be vacuum related?

Just installed a new ISV and air muffler as well…
