Rather than trouble shooting what I thought was an idle problem, I started replacing parts. After replacing the ICV, there was no change in idle. I tried to return the new ICV to no avail. So my loss is your gain...I have a 75K mile ICV available for $65American. It is clean inside and out and works fine. I've attached a picture of the valve below:
You can hook up 12V to the connector to see if the valve moves smoothly, but I find that just installing it in the car and seeing if it runs better is probably just as easy
blasted mine and also found a spigot (maybe right word) underneath it, adjacent to the throttle spring. looks like a vacuum hose goes there but no extra hoses that ive seen so I just plugged it. did about 3/4 of a big can. let dry. reinstalled and its idling like a champ now. thanks guys!

erm revisit....can the entire part be submersed? ive got a parts cleaner bin and was just wondering if I could drop this thing in and let it soak. Thanks for any replies.
I think carb or brake cleaner can make seals or plastic swell up, and so submerging the whole thing in a bowl of cleaner can jam it up inside until it dries out totally over a couple of weeks.
