Default Airbag Light NOT on.

So there are plenty of posts about the airbag light coming on but the local inspection shop is giving me a hard time since mine is NOT illuminating with the other warning lights when the ignition is on. I have read in the Adrian book that it ONLY comes on when there is a fault. Can you guys confirm whether or not the airbag light (between 2:00 and 3:00 on the clock face) is supposed to illuminate with the rest? I swapped in a new bulb thinking that was an easy fix but no such luck. I assume it is supposed to light with the others so you know the bulb/circuit works and yes, I feel dumb for asking. 1990 964 C2 Cab, 5spd, less than 50k, bone stock.

Yes, it should illuminate with the others during the bulb/system check.

First just check the bulb, most likely the bulb is out.

If the airbag warning light should be lit due to a fault, and does not work for some reason, the main warning light [!] also come on at engine start and stay on until cleared.
If the main warning light does not turn on, you are all right.
I do not know how all variants of the airbag control unit works, but as far as I remember shall the light not be on unless there's a fault.

So I bought a nice used clock off Ebay and swapped it out with mine and still no light. I have triple checked the wiring, fuse and even pulled the airbag to make sure wires had not been disconnected. Still no airbag light. I am really thinking light won't illuminate unless there is an actual fault.

My light comes on every time I turn on the car and then turns off after a few seconds.

The service manual states:

Checking Airbag System Operation
Functional check of airbag warning lamp.
Turn on ignition. The airbag warning lamp must light up for approx. 5 seconds*.
If the warning lamp remains dim, check bulb and/or supply voltage.
*As of manufacturing date June 11, 1992, the switchon time of the airbag warning lamp is reduced to approx. 2.5 sec.
