I know the specs but I’m really interested if these two monsters went head to head on street and track will for lack of a better term a road and track comparison pros and cons.

I can't say for sure but very different animals.
First off are you talking the 92 3.3L TSL or the 94 TS flachbau/package car. IMO there is not much difference between the 94 TS and the stock 94 turbo. Slightly More Hp with a different turbo which is a bit slower at spooling up. Some simple bolt on mods to a stock 94 turbo will make it a better performer.
The 3.8RS/RS uses the turbo brakes with turbo front suspension setup. The rear uses a variation of the narrow body trailing arms vs the big heavy turbo rear trailing arms. IMO this is the best setup. Wide Body with narrow body rear suspension. The 300+ hp of the 3.8RS is nice but the torque of the turbo and power delivery is quite different than the N/A engines. 0-60 is probably not much different but the turbo will pull away rapidly after that. The Turbos are heavy with a lot of options more of a street monster vs the 3.8RS which I assume is more track focused. Lighter weight and spartan.
Both great rides for the day but very different rides. I really enjoy my turbo although the suspension setup on my 3.8RS tribute is much better. My 3.8Tribute fails to be a comparison since it is essentially everything 3.8RS with a 993 n/a twin turbo low boost engine and short geared 6 speed box. So it will decimate either on the track.

As Cobalt says, it needs to be clarified if you’re speaking of the TSL (Turbo S Leichtbau) or the 3.6 Turbo S. The latter is such a completely different type of car (heavy, fitted with every luxury option and really more of an amped-up GT) that there is no way to compare it to the 3.8.
The TSL and 3.8 are similar in feel on the road - both very light and nimble. Small (especially when compared to anything modern) and really usable. Of course, the TSL has a lot of lag, it’s an old-school single turbo. Feels to me like a Porsche go-kart. The 3.8 is a bit more planted and less twitchy; and being NA, the power band is more balanced and smoother.
They’re each dramatic in their own way and evoke their era wonderfully.
